As Finance/Admin Manager, your core duties include:
Offering continual technical support and guidance to staff to ensure smooth implementation, planning, and monitoring of projects in accordance with IMC’s goals and donor contracts.
Understanding the responsibilities of the Ministry of Public Health (MoPH), PPHD, and other related departments for effective coordination.
Preparing detailed, timely, and accurate reports based on donor and internal formats and deadlines.
Identifying and resolving operational obstacles to meet project timelines and ensure goals are achieved.
Conducting onboarding and orientation sessions for provincial staff on IMC and MoPH policies, especially regarding pay-for-performance frameworks.
Ensuring all staff have necessary financial, logistical, and technical resources to meet deliverables.
Managing staff salary payments and performance incentives based on third-party verified results.
Enforcing compliance with minimum service standards and project quality indicators across all operational locations.
Leading capacity-building efforts through workshops and training on IMC systems, policies, and administrative tools.
Developing and organizing financial filing systems to improve document retrieval, transparency, and audit readiness.
Establishing a robust activity-tracking system for informed decision-making and accountability.
Supervising all administrative and financial activities including budgeting, payroll, record keeping, and accounting.
Facilitating participatory budgeting processes with provincial and facility-level teams to promote financial ownership.
Consolidating departmental budgets, aligning them with project goals, and monitoring expenditures closely.
Reviewing financial documentation to ensure accuracy, compliance, and consistency with IMC procedures.
Monitoring expenditures for efficiency and alignment with the approved budget.
Participating in performance appraisals to ensure objective staff evaluations.
Ensuring full compliance with legal, donor, and regulatory financial reporting, including taxes and timely submission of financial statements.
Sharing and analyzing Budget Control Reports (BCRs) with relevant team members.
Verifying all financial vouchers and ensuring documentation meets audit and IMC compliance standards.
Maintaining an updated and secure financial database for enhanced financial reporting and analysis.
Representing the organization in coordination meetings such as Provincial Boards, staff assemblies, and cluster meetings.
Performing regular site visits (minimum three times a month) to monitor activities, provide guidance, and assess compliance.
Preparing comprehensive and timely reports highlighting achievements and areas for improvement.
Taking on additional tasks as assigned by the supervisor or headquarters in alignment with IMC’s mission.
Note: This is not an exhaustive list, and some travel within Afghanistan may be required.
